It started the first weekend I was back at school, I made out with this guy at school and things fizzled. I ended up hooking up with his housemate who transferred to my school (before they were friends). Now, the first guy wants to start a ff relationship, but I did it with his friend.

Your delimma isn't that you don't know what to do, you don't even know what you want. Your first option to just hook up with him says that you want to. Your second options to be honest and tell him you don't want to says that you don't want to. Your third option is idiotic and immature. Figure out what you want, then do what you have to do.
