you sound terrified. i find the "messiness" as a reason not to do it to be hard to believe. reading this i thought to myself "this kid was sexually molested". i might be totally wrong and i hope that i am but i was totally terrified and disgusted by the thought of having sex with someone because of my abuse as a kid. if this is the case for you then you should see a therapist. they can really help. try to negotiate with your inner child to make yourself feel safe. make sure you think of it as something you are doing together not something he is doing to you. if you freak out tell him that you are starting to freak out and he will try, if he loves you, to make you feel as safe as possible even if that means he has to stop. its just a guess.

IF you think you're not ready for sex because the relationship has not yet reached that point or because your maturity level isn't ready for sex, then these are right reasons for not doing it.
