Talk to this guy and just say "Hey, that thing I said last year about liking you?? Yeah, that still stands if you are interested". If he is not, then move on. David

Talk to him, ask him to meet up with you and when he does ask him how he felt when you asked him last time and have things changed? Just be as straight and open with him and ask direct questions, hopefully he will give you an honest answer.
